Sub-Regional Safety and Security Advisor (Sahel)

Location: Lomé or Dakar (with 50% travel to Burkina Faso, Mali and Niger)

Mission:

Reporting directly to the Regional Head of Safety and Security for West, Central and North Africa (WCNA), the Sub-Regional Safety & Security Advisor (hereafter referred to as the Advisor) is responsible for overseeing the security and risk management processes in our National Associations in Burkina Faso, Mali and Niger while ensuring transparency, accountability and the efficient and proper use of organizational resources.

Tasks and Responsibilities:

Lead People

– Provide matrix leadership and develop a network of national security focal points.
– Drive SOS security capacity across the organization through transparent communication and effective stakeholder management.
– Serve as ultimate accountable for delivery of security strategies including guard force performance.
– Ensure adequate communication on security issues across the program locations and IRO_WCNA
– Provide advice and respond to training needs to develop staff safety and security competencies Protect the Organization

– Update and implement security strategies across all national organizations.
– Investigate and monitor security incidents to include instances of fraud.
– Lead the development and review of security plans and procedures including contingency and crisis response plans, severe incidents, and standard operating procedures.
– Undertake regular security assessment missions to all program locations across the Sub-Region.
– Monitor the reporting and data gathering of security incidents and generate analysis/reports on security trends.

– Establish and maintain effective working relationships with key external stakeholders in the Sahel Sub-Region.

– At least five years of security management experience at a national level and higher;
– University degree with formal training in the security field;

Attack Kills 10 in Syria, Kurdish Forces Arrest 52 Terrorists

BEIRUT—A rocket attack in eastern Syria on Friday targeted a bus with oil industry employees, killing at least 10, the government said. To the north, Syrian Kurdish-led forces announced they arrested 52 terrorists in an operation against ISIS’s sleeper cells.

According to Syria’s petroleum ministry, the rocket struck in the Al-Taym gas field in eastern Deir el-Zour province. There was no immediate claim of responsibility but the Britain-based Syrian Observatory for Human Rights, an opposition war monitoring group, said the ISIS terrorist group was behind the attack.

The Observatory also reported a higher death toll from the rocket attack, saying at last 12 workers were killed.

Also Friday, the U.S.-backed and Kurdish-led Syrian Democratic Forces said their raids had reportedly thwarted an attack planned for New Year’s Eve. The ISIS terrorists were hiding in residential areas and farms, a statement from the forces said.

The yearslong U.S.-backed campaign had succeeded in crushing the terrorists’ territorial control in Iraq and Syria, but ISIS fighters maintain sleeper cells and have staged attacks that have killed scores of Iraqis and Syrians in the past months.

On Thursday, the Syrian Kurdish-led forces announced their operation, citing a surge in ISIS attacks and saying that “Operation Al-Jazeera Thunderbolt” aims to target sleeper cells in al-Hol and nearby in Tal Hamis areas.

Since 2011, Syria has been mired in a bloody civil war that has drawn in regional and global powers. Syrian President Bashar Assad has mostly regained control of the country, but parts of its north remain under the control of rebels, as well as Turkish and Syrian Kurdish forces.

Also, some 900 U.S. troops in Syria support the Kurdish-led forces’ fight against ISIS and have frequently targeted ISIS terrorists, mostly in parts of northeastern Syria under Kurdish control.

The U.S. Central Command on Thursday reported conducting some 313 operations against ISIS in 2022 in Syria and Iraq, mostly in cooperation with Kurdish-led forces. According to a CENTCOM statement, 215 terrorists from ISIS were arrested and 466 were killed in Syria.

This position is located in UNDSS Integrated Security Workforce, Training Unit in Mogadishu, Somalia. The Assistant Security Officer reports to the Security Officer under the overall supervision of Chief Security Officer (CSO).

Responsibilities

Within delegated authority, the Assistant Security Officer will be responsible for the following duties:

• Prepares draft of security plan for the mission, designated county or geographic area, including all aspects related to elaboration, development, and implementation and updating of the plan.
• Establishes and maintains close relations with host country security agencies and acts as liaison between the senior security professional and the host country services.
• Serves as a member of the United Nations Security Cell, contributing to the implementation and the evaluation of the effectiveness of the security plan.

Minimum of two (2) years of progressively responsible experience in military, police or security management (preferably in the police or military context or related area) is required.
