JOB SUMMARY: The Security Manager, assigned to a specific client, will drive the development and standardization of security policies and programs to safeguard the client’s corporate business operations within United Arab Emirates. The Manager is responsible for supporting security operations, safety, and business continuity and emergency response, as well as physical security design/installation within the country.

The Essential Functions Include:

  • Represent Pinkerton’s core values of integrity, vigilance and excellence.
  • Establish and maintain close and collaborative working relationships with multiple cross functional teams and business stakeholders including, but not limited to, IT, Global Real Estate Facilities, Human Resources, Legal, etc.
  • Responsible for day-to-day security operations which includes oversight of the Integrated Security Services portfolio.
  • Assess, plan and arrange third party security services;
    • Review, manage, and monitor the effectiveness of contracted ­security services/resources through the use of Monthly Business Review (MBR), Quarterly Business Review (QBR) metrics.
  • Continuously review, implement, and maintain effective security policies, procedures, and practices.
  • Develop performance metrics to track and improve individual, team, system, and site performance;
    • Establish and implement effective, predictable, and measurable procedures/processes to be communicated clearly among client’s stakeholders.
  • Conduct initial workplace incident investigations (triage), site security audits, special event coordination and other safety, security, or business continuity initiatives.
  • Confirm incident and crisis management response procedures are identified, documented, and understood by all key stakeholders.
  • Engage the business and facilitate the development of Business Continuity plans, which are tested for critical business functions, and facilitate contingency arrangements and/or capabilities that are fit for purpose and present an effective response.
  • Engage with business areas and customers to promote and provide awareness and training to drive consistency and compliance and achieve successful outcomes and foster a resilient client culture (to include Crisis Management, Incident Response and Business Continuity).
  • Partner with critical functions to support the implementation of effective business continuity plans and facilitation of on-going testing.
  • As action owner, understand the vulnerabilities of the sites within their AOR.
  • Identify, assess, and present the risks to the business leaders and proposing appropriate mitigating controls such as risk control treatment and action plans.
  • Implement controls for the execution of risk treatment plans and update the risk register and risk heat maps accordingly.
  • Monitoring effectiveness of controls.
  • All other duties, as assigned.

Minimum Hiring Standards:
Additional qualifications may be specified and receive preference, depending upon the nature of the position.

  • Must have a Secondary School Certificate or equivalent.

Education/Experience:
Secondary School Certificate or equivalent and/or degree with at least eight years of security management, law enforcement, business continuity, or military experience.

ORGANIZATIONAL CONTEXT
Based in Sa’ada Area Office, the job holder typically work under the general supervision of Head of Area Office and directly report to the Senior Security Officer in the Country Office. Job holders operate with a high degree of independence and are involved in a variety of security activities and analytical work, some of which may be of considerable complexity. At this level, job holders are expected to supervise other security staff to ensure that security objectives are achieved in full and contribute to their performance improvement.
JOB PURPOSE
To support the management of WFP’s security day-to-day operations to facilitate the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Participate in the security and safety contingency and continuity planning for the office supporting the standardization of plans for WFP facilities in Sa’ada Area Office and ensuring that all security plans are implemented and emergency systems are regularly tested.

  • Develop annual plans, contribute to longer-term strategies and improvements to security systems and procedures to ensure services provided support WFP strategic objectives in Sa’ada Area Office and are in compliance with corporate policies, standards, regulations and processes.
  • Responsible for liaison with United Nations Department of Safety and Security (UNDSS) and the in-country security management apparatus including participating in security operations management meetings and contributing to technical discussions, exchange of knowledge and experience, to ensure WFP management and staff are fully briefed on security matters in Sa’ada Area Office.
  • In conjunction with WFP Field Security Division, provide recommendations and operational support to the Country, Area and Field Offices for the achievement of Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS) compliance.
  • Responsible for all facilities access control measures and procedures to ensure the safety and security of WFP staff and visitors in line with UNSMS best practices.
  • Contribute to the management of security budget including procurement planning to support efficient and cost-effective resources management.
  • Responsible for management of security equipment to ensure it is issued correctly, is in serviceable condition and is in compliance with the established security standards.
  • Collaborate with internal stakeholders including Human Resources Unit regarding a range of security staffing matters (e.g. recruitment, contract management, capacity building), to ensure compliance with the established WFP policies and procedures.
  • Collect information about local security developments, issues and provide technical analysis on the potential impact upon WFP operations to support security and operational activities.
  • Prepare comprehensive, accurate and timely security-related reports including recommendations to support informed decision-making and consistency of information presented to the senior managers and other stakeholders.
  • Provide security orientation briefing to newly arrived staff to ensure staff are well-informed of local security conditions and procedures.
  • Facilitate training sessions as required to build the security capabilities of WFP and external partners.
  • Manage junior security staff, providing coaching and guidance as required to ensure appropriate development and support high performance.
  • Support the supervisor during emergencies to meet changing needs.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Security Management, International Relations or Law Enforcement or another relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience: 3 (Three) years or more of progressively responsible professional experience in security management (relevant military, policy or corporate) and/or security risk management, with a background and interest in international humanitarian development. Experience in managing support staff, Administrative/Assistant/Secretariat work experience is not considered, except for years holding Associate positions or above (UN equivalent grade G-6 or above), in which case each year is counted at 50%.

Language: Fluency (level C) in English language AND Arabic.

Citizenship: Only Yemeni citizens are eligible for this position.

Knowledge & Skills:

• Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.

Sudan has summoned the Ethiopian embassy’s charge d’affaires over a border attack by suspected Ethiopian rebel fighters that killed and wounded several Sudanese army personnel and civilians, Khartoum said in a statement on Saturday.

Thursday’s attack targeted a camp in the eastern city of Gadarif, the official SUNA news agency said.

A Sudanese military spokesman blamed fighters “supported by Ethiopia” for the attack, according to SUNA.

There was no immediate comment from Addis Adaba.

Some Ethiopian groups have used farmland in the Sudanese al-Fashqa border region for decades. The former Sudanese government of deposed veteran leader Omar al-Bashir turned a blind eye, but the current transitional authorities in Khartoum are trying to expel the groups.

On Friday, Sudan’s army spokesman, General Amer Mohamed al-Hassan, said in a statement that one Sudanese officer had been killed and seven other soldiers injured in the attack.

“We decided to give chance for diplomacy in Khartoum and Addis Abbas to calm the situation on the border strip before it turns into an all-out war between the two countries,” said al-Hassan.

He added that the recent attacks on Sudanese territory by the Ethiopian army and armed groups violated previous agreements between the two countries.

Al-Hassan called on Ethiopia to abide by its agreements with Sudan on their mutual boundaries, along with deployments of official forces on either side of the border.

Sudan and Ethiopia have been engaged in continuous talks over the demarcation of the borders between the two countries.

According to Sudan’s foreign ministry, the attack happened while Khartoum was preparing for a meeting of a high-level joint committee on border issues.
